Thanks guys for the ideas. here is an update: 1) nothing is blocking the fans., they spin freely. 2) the fans do turn on and run at times. (at both low and high speeds) 3) i replaced 6 relays and no change. 4) i replaced the fan control cpu and it looks like the fans are turning on sooner, but not always.
